The positions that are on the ballot on August 7, 2008 are not all for new terms. Yes, the four school boarders, property assessor and law director are for a full four year term. The others are for vacancies.
Sources indicate to Brian's Blog that there are several legal opinions that at the moment that the election results are certified that the winners of those elections can and should be sworn into office. The positions are County Commission seats 1A, 2B, 4A, 4B, 5C, 6A, 8B and 9A. In addition, the positions of Sheriff, County Clerk, Trustee, Register of Deeds and Criminal Court Judge Div. II.
It takes 7 - 10 days following the election for the Knox County Election Commission to certify the election and its results. At the moment following the certification these elected officials are entitled to take their positions, as the appointees at that moment are not the individuals elected by the citizens in their district.
